ACER – Agency for the cooperation of energy regulators


Our involvement in national regulators cooperation initiatives for harmonizing market regulations with a regional approach.
 

ACER
During 2006, upon indication of the Authority for Electricity and Gas, Terna was involved in the regional initiatives launched by the Regulators as part of the European Energy Regulators (ERGEG) for harmonizing market regulations with a regional approach.


Terna’s role lies in the participation in the Implementation Group for the South-Central European area that involves Grid Operators and Regulators in Italy, France, Austria, Slovenia, Germany and Greece, under the coordination of the AEEG. Within this Group, joint agreements were reached between Regulators and Grid Operators based on the criteria and modalities for implementing coordinated procedures for allocating interconnection capacities as of January 2007, in compliance with EC Regulation no. 1228/2003 (repealed as of March 3, 2011 and replaced with EC Regulation no. 714/2009).


On July 1, the ERGEG was dissolved and cooperation activities, including Regional Initiatives, were transferred to the ACER, the Agency for cooperation of national energy regulators that as of March 3, 2011 represents a reference point for cooperation among national regulatory authorities in compliance with the terms established in the Third Energy Package.


The Agency, with its headoffice in Ljubljana, is a legally recognized body of the European Community established with EC Regulation no. 713/2009 whose task is to assist the national regulatory authorities in exercising at the EU level the regulatory functions carried out nationally and to coordinate activity for providing an additional contribution to the effective operation of the internal markets of electricity and natural gas.


ACER works in cooperation with the European Commission and with ENTSO-E for the electricity sector and with ENTSO-G for the gas sector in defining the European regulations that following the guidelines of energy policies adopted by the European Council on February 4, 2011, will guide the completion of the internal electricity market within 2014.
