Our role within the ENTSO-E, European Network of Transmission System Operators for Electricity.

Terna belongs to the ENTSO-E, the European Network of Transmission System Operators for Electricity that represents 41 Grid Operators belonging to 34 European countries including the South-East European ones (excluding Albania and Kosovo).
ENTSO-E was founded on December 19, 2008 on a voluntary basis as an International Association replacing the ETSO, UCTE and the Regional Associations (UKTSOI, NORDEL, ATSOI and BALTSOA) with the objective of strengthening the coordination between Grid Operators while awaiting for the “EU’s Third Energy Package” to become effective, specifically, EC Regulation no. 714/2009 that represents its legal foundation.
As of March 3, 2011, the date on which the Third Energy Package was applied, ENTSO-E, with its headoffice in Brussels, is the EU cooperation body for all Grid Operators for exercising the functions and tasks as defined in EC Regulation no. 714/2009, that operates together with the European Commission and with the Agency of National Regulators (ACER), established with EC Regulation no. 713/2009 for guaranteeing the coordination of regulatory functions carried out by the national regulatory authorities.
ENTSO-E has the task of drafting European Grid codes on trans-border issues on the basis of priorities established by the European Commission in line with the framework guidelines adopted by the ACER and following consulting with stakeholders, the European Electricity Grid’s Ten Year National Development Plan (TYNDP), inclusive of the medium and long term generation adequacy scenarios, joint tools for grid management coordination, research plans, technical rules and standards for the technical coordination of transmission systems of countries outside of the EU and the annual outlooks, for the summer and winter months, on the adequacy of the generation capacity in Europe.
ENTSO-E’s cooperation activities have significantly increased during 2011 also owing to the effect of new energy policies adopted by the European Council on February 4, 2011, that have set 2014 as the date of the internal energy market completion date and for policies in energy infrastructures that will be the object of the next package of legislative initiatives regarding energy infrastructures. Terna’s activities conducted within the ENTSO-E, in cooperation with the other Grid Operators, are functional to promoting the operation of the internal electricity market and of trans-border exchanges, grid safety and development.
Within ENTSO-E’s present Governance structure, Terna is present, for the second consecutive term, in the Board (with Mr. Luigi de Francisci, Director of Terna’s Regulatory Affairs) a body limited to the participation of 10 grid operators, with coordination tasks and with decision-making powers on the issues assigned by the General Assembly and also supervises the activities of various working groups established in the System Development Committee: the RG Continental Central South for the regional development of grids between Italy and bordering countries; the WG SA&MM for medium and long term generation adequacy and security issues for the summer and winter months; the WG NM&D for common grid models.
Terna also participates in the General Assembly, ENTSO-E’s decision-making body, in the Legal and Regulatory Group, in the “System Operation”, “System Development”, “Market” and, “Research & Development” committees and in the respective working groups, with the commitment of over 45 employees.
ENTSO-E’s Governance also includes Regional Groups for regional cooperation activities, organized as part of the “System Operation” Committee (where Italy is part of the “Continental Europe” Regional Group based on the synchronous grid at the European level), of the “System Development” Committee (where Italy is part of the Regional Group “Continental Central South” and of the Regional Group “Continental South East”), and of the “Market” Committee (where Italy is part of the Regional Group “South East Europe”).
