ENTSO-E, European Network of Transmission System Operators for Electricity

Terna belongs to the ENTSO-E, the European Network of Grid Operators for the transmission of electricity that represents 42 grid Operators belonging to 34 countries in Europe including South-East European countries (excluding Albania and Kosovo).

The ENTSO-E was established on December 19, 2008 on a voluntary basis as the International Association replacing the ETSO, UCTE and other Regional Associations (UKTSOI, NORDEL, ATSOI and BALTSOA) with the objective of strengthening coordination among Grid Operators while awaiting for the entry into force of the “EU Third Energy Package” and precisely EU Regulation n. 714/2009 that represents its legal foundation.

The ENTSO-E, with headquarters in Brussels, was established as the new Organization of Grid Operators at the EU level and has the task of adopting European grid codes on trans-border issues, the European electricity grid’s ten year Development Plan (“ENTSO-E Pilot Ten Year Network Development Plan” - 10,7Mb), the common tools for coordinating grid management, research programs, guidelines regarding the technical coordination of transmission systems of countries outside the EU and the annual prospects, for summer and winter, on the adequacy of the generation capacity in Europe.

The ENTSO-E grid codes, that do not replace the national grid codes, will be defined upon request by the European Commission for issues regarding market integration and grid safety in compliance with the guidelines adopted by the Agency for Cooperation among National Regulators (ACER), established according to EU Regulation n. 713/2009 for guaranteeing the coordination of regulatory tasks as they are carried out by the national regulatory authorities.

The activities conducted by Terna within the ENTSO-E, in cooperation with other Grid operators are important in promoting the operation of the internal electricity market and cross-border exchanges as well as grid development and safety.

Within ENTSO-E’s present Governance structure, Terna is member of the Board, a body limited to the participation of 10 grid operators with coordination and decision-making powers on issues indicated by the General Assembly.

Terna also participates in the General Assembly, the decision-making body where all the ENTSO-E members are represented, in the three Committees for “System Operation”, “System Development” and “Market”, in the “Legal and Regulatory Group” and in the respective Working Groups.

Regional Groups are also planned for regional cooperation activities, organized within the “System Operation” Committee (where Italy is a member of the Regional Group “Continental Europe” that deal with the synchronous electricity grid at the European level), the “System Development” Committee (where Italy is a member of the Regional Group “Continental Central South” and of the Regional Group “Continental South East”), as well as the “Market” Committee (where Italy is a member of the Regional Group “South East Europe”).
