THE TE.R.R.A. PORTAL

Through the Energy Decree*, Terna was assigned the task of building an integrated digital platform with the interventions to develop the national electricity transmission grid and the connection requests for new renewable production plants, for storage systems and for consumer plants. The TE.R.R.A. portal (short for TERRITORIO RETI RINNOVABILI ACCUMULI, or TERRITORY GRIDS RENEWABLES STORAGE) will enable more efficient planning of the infrastructure for energy transition. It grants the Italian Ministry of Environment and Energy Security (MASE), the Ministry of Culture (MIC), the Italian Regulatory Authority for Energy, Networks and the Environment (ARERA) and the Regions and Autonomous Provinces of Trento and Bolzano swift, detailed access to all the data and to the contents of reports monitoring the progress of plant connection procedures. The goal is to help reach the national and European decarbonisation targets in the medium and long term (by 2030 and 2050).

HOW TO CONNECT TO THE GRID

Connecting an electricity plant to the national transmission grid is managed by Terna, which is obliged to connect all entities to the grid that make the request and, in particular, is responsible for the high- and extra-high voltage connection of plants with a capacity of 10 MW or more.


The connection request is the first step in a process that ends with creation of the plant and connection to the grid.

THE REGULATORY CONTEXT

The procedure for connecting to the national electricity grid is regulated by ARERA through a series of resolutions incorporated by Terna into its Grid Code. The main regulatory references are the Consolidated Law on Active Connections (TICA), the Integrated Text on economic conditions for connection service provision (TIC) and Resolution no. 281/05 which establishes the "Conditions for providing connection to electricity grids with a nominal voltage greater than 1 kV whose operators are obliged to connect third parties".
